What you need to do is 1st trace the wires from the tank to the fuse block if you do not find a broke wire or any other signs of a short in the wiring at the plug or fuse block then it could be the fuel pump itself. these do go out and i have replaced the one in my 94 grand cherokee limited 4x4

Ok relax this is a common problem on the Jeeps and i see it alot. Where the short is at is if you start from your tank and follow that group of fuel pump wires toward the very first harness(black six prong). These are not water tight and are in a bad spot between the back wheels as it obviously doesnt stay dry under there. What happens is water or moisture gets into the wiring system from the leaky harness and then begis to corrode the wires from the inside out. You can do two things. Chop the harness out completely and hard wire it and use a good combo of tape, heat shrink and wire loom to keep more moisture out. Be careful to keep plenty of wire left on the harness on both ends cause we can not order them even from Chrysler and i know cause i work here at our local dealer. The bone yard is your only option there for a replacement harness. After you chop the harness out though you may want to strip back each individual wire to see which one is blackened and (trust me one or more will be) youll be advised to then keep cutting the bad wires back until all the black(shorted wire) is gone. Replace bad wire sections , re-attach and you will not blow any more fuses. Now in my experience it always seems better to just cut out that harness completely(serves no purpose) and connect your wires directly but ill leave that up to you as its your truck and youll be doing the work. Anything else i can answer or help with ill be happy to and good luck.
