Its called an engine block heater and its used to avoid cold start. If you park in a heated garage its not needed.If your gonna be outside in negative temps it isnt a bad idea to run a cord to keep it warm cause thats when most metal things will bust on very cold days.

Engine block warmer. It makes it easier for your engine to start in cold weather if you leave it plugged in on a real cold day or night.

To allow plugging in the engine block heater. It keeps the engine warmer (not hot), so it allows it to start easier when it is below zero outside. Water circulates through the engine and keeps it warm. A needed accessory in cold climates.
